Halff provided strategic and special area planning services for Liberty Hill’s Downtown Master Plan, which was developed over a nine-month period.

The Downtown Strategic Plan for Liberty Hill aims to realize the city’s vision for a downtown revival through a comprehensive 10-year revitalization strategy centered around Main Street. This plan encompasses guidelines for land use and urban design, proposals to enhance mobility and placemaking efforts, and a detailed implementation action plan.

The four-phase plan incorporated extensive community involvement and aimed to boost the livability, vibrancy and appeal of the Downtown area while tackling its challenges and possibilities. Guided by community input, the plan provided a vision and framework for revitalization through strategic private and public investments.

The plan also featured ideas for enhancing mobility and placemaking through various elements, including streetscapes, parks, public art and cultural amenities. This Downtown Master Plan served to allocate ARPA funds and seek TAP grants from the Texas Department of Transportation to support its goals.

The final document will feature schematics, maps, project lists, design suggestions, priorities, estimated construction costs and funding opportunities. Overall, the plan will assist the city in defining a downtown brand, and provides recommendations for creating an accessible, scenic and cohesive downtown landscape.
